shirasaya swords are not cane swords(which are illegal) but im not sure if they are perceived as the same under law

The definition of cane sword is "a cane, swagger stick, stick, staff, rod, pole, umbrella, or similar device, having concealed within it a blade that may be used as a sword or stiletto." (Pen C 12020(c)(15).) Although the curve of the sheath may make it obvious that there is a weapon inside, it still might be considered a "stick" concealing a sword, especially those designed to look like bamboo. There do not appear to be any decisions in California on the subject.
If it is a cane sword, it is illegal to possess anywhere, not just in public. However, it is also illegal to import or sell. So your best way of making sure that the blade is legal in California would be to buy it in California. You can be reasonably sure that a dealer is not going to be selling anything which could cause his arrest.
You can own them. You just can’t walk down the street with them.
