Cane swords are actually one of NY's "per-se weapons" - weapons specifically mentioned in PL 265.01(1) that are illegal to possess. (sub (2) criminalizes "dangerous instruments" - which is anything that poses a danger in the way it's used.
265.01 is a misdemeanor, however, under 265.02, it is a felony to commit the crime under 265.01 when you have previously been convicted of a crime. Not sure of the punishment ranges.
Getting a CCW permit is practically impossible in NY - very few people can convince local authorities to allow their use.
